Representative Council membership consists of regularly elected representatives or their alternates from every school building in the Saginaw Public Schools and from the ancillary service staff.  The Representative Council shall have all powers and duties necessary for the acheivement of the objectives of the Association which are not specifically delegated to other agents or agencies.
